Thai shorts are cut differently to western fight shorts, and they are sized differently too. This page has the exact garment measurements for every Sabai size, plus how to measure yourself so you only have to order once.
You need one number: your waist, measured where the shorts actually sit. On Thai shorts that is higher than jeans — usually on or just above the hip bone.
Traditional Thai shorts are wider and shorter than western fight shorts. That is deliberate. The width is what lets you throw a head kick without the hem stopping your leg, and the short length keeps fabric out of the way in the clinch. If they feel roomy standing still, they are right.
Two things worth knowing. Thai sizing runs smaller than US sizing, so a US medium is often a Thai large. And the waistband is elastic with give either way, but the leg opening is not — sizing down to get a tighter waist costs you kick range.

Size up. Every time. The waistband takes up slack better than a tight leg opening gives it back, and nobody has ever finished a round wishing their shorts were tighter.
